Would someone listen to the music for this online game "Combo Card" and tell me where I've heard this before?

I could swear this was the theme song for some 70s or 80s recurring TV show but I'm drawing a blank. It's neither of the Bob Newhart shows, it's not Hill Street Blues, of course.... but what IS it? It's just outside my grasp; I almost think of it, then lose it. *sigh* Does anyone know?
